Any loose rust on your vehicle should be removed prior to painting. The surface doesn't have to be perfect. On the label of the can, the coverage area should be indicated.
If it is sanded, it can be done. Sandpaper with a fine grain would be the best. It dries in almost a varnish-like look when it is dry. The material has been used in my cars under the door seams over the GM fold. There is nothing I can do about it now. You may want to sand it, but I am not certain why. If you want to paint over it, you can do that, but I have never done It has the consistency of clear fingernail polish almost, and I would also define it as being very hard. Be careful not to get any of it on screws, bolts, latches, etc., as they might freeze. Even if a solvent was to remove it, it may not work.

The lid of the small can was destroyed when I tried to open it. In a small empty can I bought from the store, I placed the contents of the can inside. It is better to use the quart-size can. It's the best product I've ever seen!

I find this stuff fascinating. I would definitely buy from them I would like to caution you on this. Take the lid off but don't open it. Attempting that will ensure that you can never get it off ever again. Drill a 1/8th inch hole in the lid and before you tap it over, simply drill a hole in the lid.
