The obvious reason why you shouldn't just put clear over the clear with flake in it is that if you set sand it to clean it up without the clear over the top the flame turns black and you have to refinish it.
You need to know how much powder you want. I used about three teaspoons in 16 ounces of clear and used it on a 1937 Ford 2 door sedan for about an inch apart. I would buy one and mix it up and shoot a test panel then do some math. Trying a few things got me the look I wanted, but it took a little experimentation to get there
