It didn't seem to have an inner liner in my pair. I don't know about other people, but the pair I purchased didn't have one. The outer wind shell is removable, and the mesh lining is not. All of these pants have miles of velcro on them, one of the main reasons for their irritating features. Velcro just closes itself back up in the same place when you unzip the leg. All the velcro catches on the fabric. It is a problem when these pants are worn over anything since they are extremely bulky.
