In my opinion, it has to do with the width of the rim. Lastly, it refers to the distance between the tread surface and the bead area of your tire. If the bead width and rim width do not match closely, your tires will deform. My Toro Workman has a top speed of 12 mph so I don't have a problem with it. Tires are fine, and I'm not unhappy with them. My Toro Workman has been filled to the brim with 800 pounds and the tires have handled the weight effortlessly.
