I bought this for my 2017 KTM 300xcw and had to grind down some of the parts to get it to fit.
No, it's just a strap that attaches to your brake caliper.
It's unclear whether it'll fit the KTM 2021. On a 2020 300 xc, I placed my guard. That said, it wasn't made to order. It took 45 minutes of gentle grinding, refitting, and regrinding on my guard to get it to fit. On two KTM 2020 300 xcs, I installed two guards. Both my brothers' and my guards had to be ground down to fit.

Installing these usually takes no more than 5 minutes. It took 2 hours of custom fitting, grinding, and searching for longer screws to complete this project! I needed the guard, so I made it work, but I would recommend investing a little more and getting a higher-quality name brand that stands behind their product!.
Because the part does not fit, you will need to modify it in order for it to function. The screws that came with it are extremely fragile; I ended up putting them in the bike, but they don't feel very sturdy. I'm debating whether or not I should remove it. I would not purchase from this seller again.
Not that the description mentions the 2021 models; in fact, it refers to 2019, but I bought it hoping for the best, and it arrived (quick shipping) with a good product that I only wish fit. To make it fit, I had to grind down some areas to make it fit, but it was still a good product for the money. If it had fit, I would have given it a 5 star rating.
It didn't fit right. To clear swing arm grooves, I had to file notches and use a c clamp as well as longer bolts.
