The other end can also be used to tie down your tube by going through the loop and then wrapping it around the tube. It can be used to secure a dog crate in the back of my SUV!
Don't know how exactly you plan to hang the pictures. Depending on the joist's size, they may not be long enough to wrap around it. However, hanging 200 pounds might. I don't think it will be a problem.
It does not appear that the tag indicates the place of manufacture.
My vacation home has them, but I am unable to measure them for the time being. A little over 1 1/2 inch up to 2 inches for me.

This is what we use when tying down our kayaks to the roof rack of our car. Open the engine hood, loop the electrical hose over the hood safety brace rod, then leave the other end out once the hood is closed. They have seen action twice now in helping me secure my 2004 Yamaha R6 to the back of a box truck, and MAN do they work. This way, I won't have to wrap the ratchet around my handlebars anymore. had to rent a truck to haul it back, and I was nervous about making sure that the bike would be secured properly. I was pleased with the performance of these loop tie downs. My highest recommendation is to use Ultimately, I'd go with the longer ones, but for now, the 12" will do just fine. These are absolutely essential for any tying down need. The product is good. I would buy it.
