Yes, the side marker is held in the fiberglass fender by it. It might need a little convincing to fit properly (a slight bend in the middle), but it's the right part.

Purchased for a 2003 Ford F350 dually truck. This was an exact replacement for one of the dually fender markers, which had lost its backing plate. Like the original plates on the rest of the truck, these plates are strong and well-fitting.
This item is required in order to use the marker light, which is sold separately. This is a part for a Ford F-150 that was manufactured in the year 2000. It will fit other models as well as the 350 supercab. It's used to secure the side marker light to the body of the truck. I'm very happy with it.
These are original equipment manufacturer parts that work great. They are a little pricey for what they are, but they are identical to factory parts.
