Is it possible to reduce the length of this to four inches?

Yes! They have markings on the strip that can be used to cut the led strip to the length needed.

Is the amber only visible when you use your turn signal, or does it also appear when your turn signal light is on but not flashing?

The lights have been upgraded, dear customer. When the car is turning, the turn signal light will only flash yellow (amber) in a single sequence until the tube is fully illuminated. They will not flow yellow (amber) in a continuous sequence.

Is it limited to turn signals only?

No, until you activate the turn signal, when it flashes yellow, this light is a daytime running light.

Is it true that the sun causes these LED strips to change color?

Sorry, but the sun cannot cause our LED strip to change color, as it is an ultra-violet light source. A daytime running light made of bright white LEDs and a turn signal made of flowing amber yellow LEDs.
