I installed it on a 2001 Camaro and it worked great.
I'm not sure what you mean by charging bolt, but the center bolt is used to secure the remover to a shaft in this device. When I say fix, I'm referring to the fact that it just rests against the shaft. As you tighten the remover nut down the shaft onto the arms, the arms are forced downward, compressing the spring-loaded arms as intended. To remove the lock ring, a loaded steering wheel plate is used. As a result, you could use this remover in any situation where its arms would exert force against a moving component.
