It's hard for me to say for sure. However, I installed them on a RAM 1500 longhorn from 2021! There is a set of cleats available for Toyota's pickup truck line. Please see this picture on Amazon of the truck bed rails on my Ram truck. The bed rails for your 2021 Tacoma will fit sure if they are the same. You don't have to have railing on the other side of the stairs if it's on both sides and the inside of the railing isn't more than one inch You should be able to fit it with 2 inches.
It does fit the rails on my 2017 in terms of roll top, but I'm not sure what you mean.

There are 3 utility rails on my Jeep Gladiator, but they only have cleats for 2 of the rails, none on the front rail, and Jeep does not sell these cleats separately, so I bought these because It is a good thing that In addition to the Jeep and Ram trucks, the seller should list them as well.
There are no cleats on the front rails on the Mopar Gladiator. In addition, there are no cleats sold separately by Mopar at this time. These work just fine. The size of the cleats dwarfs the factory ones, but they still fit. As a result, if you're looking for a down tie, these will work just fine. I admit, I would have preferred smaller cleats but they are still decent.
In my Toyota Tacoma, it was necessary to buy two additional bed cleats. The cleats are exactly the same as the originals. Obtaining a new license is easy.

One non-material difference between the OEM Mopar bed cleats that come with the kit and the ones purchased through Amazon is that the OEM ones are slightly larger in size. Most of us use them on the blank rail at the end of the bed, so you can't tell the difference. The illusion is somewhat real to me (at least. I have a 2011 Tacoma prerunner and it fits perfectly. Nothing to complain about.
