It was a perfect fit for my 2001 1500 series Suburban- I'd expect the 2500 series to be similarly plug-and-play.
On 2003, the wiring has changed. Physically, it will work, but the two wires must be switched. In 2003, there will be a new model.
Because I own a 2001 Suburban, I'm not sure about a 1998. However, on mine, you can plug it in at the fuse box on the drivers side floorboard (just under/left of the emergency brake pedal).

Plug- Play on a work truck from the year 1999, the Silverado 1500. The fact that you'll probably have to get under the hood in the big black electrical box and do some simple wiring wiring hookup to enable the use of ANY brake controller on that model truck is unrelated to this harness. The instructions are available on Tekonsha's website, and they're not difficult to follow. You'll need a few ring electrical connectors and some wire ties to finish it off.
Make a connection The length of the play adapter cable is just long enough to connect the wiring block to the brake controller. When connecting the wires, everything snaps into place, and there's just enough slack to tuck under the dash.
In my 2001 Chevy 2500HD, I installed a trailer brake. The wiring had already been completed by a previous owner, but the trailer brake had not been installed for some reason. Using this adapter, it took me about 5 minutes to install.
This is the correct wire harness for a trailer brake wire harness plug under the left side of the dash panel on a 2002 Chevy K2500HD LT Trucks. Then it's on to the EBC (Electric Brake Controller). It was very simple to install the Electric Brake Controller.
It took me about ten minutes to install my Primus controller in my 2001 Suburban LT, and it worked flawlessly. Look up the correct receptical location on the internet. Mine was in the panel just above and to the left of the brake pedal, second from the left on the top row.

This easily connected to my 2002 suburban and made installing the brake controller a breeze. I didn't have to cut or splice a single wire, and the trailer brakes work perfectly.
Check to see if the brake controller you're using is compatible. I used to use an older tekonsha voyager that didn't have a detachable plug. However, splicing the controller side of this plug into the brake controller's existing pigtail was simple. After that, it was just a matter of plugging it into the existing GM harness. There's no need to mutilate the stock harness.
