If this were the case, and if it were a good, solid fit, then I would think so. If you gentle cut the end of the piece, you might be able to reinstall it to give it the look of the original. I would think you would have to cut into the bumper cover at the very least in order to run wiring if you mounted it on top of the bumper. My goal is to help you in some way with this.
That should be the case. Winch plates are fitted with bolt holes that follow the standard pattern. The first has a Smittybilt winch that can handle 10,000 pounds and the second, a Badlands that can handle 12,000. A standard bolt pattern is probably the case with the Recon winch.

The product is solid and has a good build quality for the price. Unlike some other designs, our cradle is not spot welded, but welded all along its length. It is possible to fold the cradle handles, but they will need to be loosening eight bolts, and four of them (on the bottom) need to be removed and placed in another Once the winch is installed, there is not much room between the handle bolts and the winch. My winch is made of synthetic rope, and I am using a hawse fairlead, which bolts up to the cradle without modification. There is no doubt that a roller fairlead will work just fine on this cradle as I have one on other winches. With this I am going to be able to use my Smittybilt X20 I doubt I will ever get close to even 12K with this cradle, even though it's supposed to hold 13,000 pounds.
