All of the nuts, bolts, and washers were included with this receiver. There are only a few tools you need.
There is no welding at the nuts
In both ways we have done it. It is possible that some companies/possibly even our warehouse still have stock of older ones without welded nuts. However, the welded nuts are a feature of the newer model.

As you can see by the photo, the nuts are welded to the back side This is not the case. It was a no-brainer for me to choose this hitch since the nuts were tackwelded to it. To prevent having to remove the bumper (which I had to do), I didn't want it to come loose or be removed. I removed the bumper from the product, which I think is what I was trying to avoid. I would recommend the product if you remove the bumper from the vehicle. There is an error in the picture.
If this is the reason you decided to order it - it does not come with them. Don't do it. Because you don't have to remove the bumper when the nuts are welded, it is easier to install. You will do so when you use this unit.

Just as many people before me have noted, I bought this product because of the bolts welded on the image. As most comments indicate, the bolts aren't welded in place. I have the product today and it is I didn't want to take off my bumper to install the hitch, so I thought there had to be an easier way to do so. JB Weld was used to install washers and bolts and I did it I bolted it right on after about 10 minutes of letting the weld set - I slipped it right on after about 10 minutes of letting the weld set- The bumper can be removed without removing the headlights! Always remember never to underestimate the ingenuity of a lazy person! Specifically, I took about five minutes or less to install the wiring harness. It is of good quality for the price.
I have nothing against the hitch, but you DO NOT get the hitch as seen in the picture with welded nuts, they come separate. I know that is not that big of a deal, but I bought this simply because the picture led me to believe they were welded. I can hook up the hitch to the Jeep no problem.
It is easier to install if it has welded nuts, and I overpaid for this kit thinking it would have them. The answer is no. The item appears to be well made, but I definitely paid too much for it.
I ordered the bolts to be welded on, but mine did not come with them. We had to remove the bumper to add it to the Jeep, there was not enough space to add the bolts. I would say that overall, the hitch works well and so far seems pretty sturdy after taking these extra steps. While I have yet to pull anything with it, a friend has the same product and has not encountered any issues.
The design is almost identical to that of the Mopar/rugged ridge. The nuts take just a moment to thread into the place, and the item is ready to use.
