There is a ticking sound under the bed and it slides under.

This item is only included in certain bundles. The same 4037 TruckStep XL is used, however, it is also equipped with a Threaded Hitch Lock.

Is it possible to tow with it if I remove the step?

The decision has to be made either way. The step can either be placed in the back to assist in erring into the back or lifting things in, or you can take it out and use the proper tow hitch on the trailer.
