The reason I would say yes is due to the fact that the bumper brackets are welded around the bumper bar rather than to it.
There are no differences between CVPIs 06 to 11. Around the bumper, there is a metal bracket that bolts to the item. The bumper is exempt from this rule.

My police interceptor (P71) is a 2008 Ford Crown Victoria Police Interceptor. I purchased this bar to go on it. As with the other Go Rhino! unit, the installation took only about an hour, and the bumper did not need to be cut. About 95% of the fitting is accurate, and some adjusting is required after the drive to make it level Push bar looks great on a car and gives it a great appearance. As far as I am concerned, and this was known prior to going into this, the other Go Rhino! push bar has two points of reinforcement. That is why you have to cut the bumper when you install the version with the bumper. This 5040 unit shakes when travelling at highway speeds, according to my observations. Driving around makes you see it to your right and left. It isn't violent, but you can certainly see its movements. However, I still would get the same one if I had to do it all over again, even if it meant pushing a 10,000 pound truck. Instead of this, I would choose the other Go Rhino! push bar instead if I were using it for municipal duties.
Solid if you are looking to push hard but not strong when going up and down. Some vibration is inevitable with this bar without cutting the fascia. In case you know how to cut the fascia, I would recommend that one otherwise, this one is fine. I was satisfied with the shipping, it arrived on time and undamaged. There were no color pictures so it was hard to understand what to do from the black and white directions. In fact, it took me about twenty minutes to make the connection (let's just say I had a Blonde moment). Overall, the product is good and functional.
I got the item quick, and installing it was simple and easy. I was very pleased with the way it looks, and I did not have to remove the front bumper fascia.
It would have been helpful if the money instruction had been more specific. According to my reading, the instructions didn't seem to be that clear because they were You need to look at the main bracket cups in front of the cross member, not behind the cross member You can find them under the wheels. As soon as I realized I had to install it by myself, I estimated it took me 45 minutes. Is exactly what I was looking for and fits well. In my opinion, it is a lot better than what you get for free. On the 5038 model, cutting the bumper is necessary.
It's worth paying for something that you can't find anywhere else. Despite the fact that this is a good product, it is very hard to find anyone willing to sell it. I had it installed quickly for 75 dollars after receiving the product.
