Thule isn't stupid; they're not different in any way; reengineering the product would be too expensive; one is only for the US market, and it's more expensive for some reason. This one is for the European Union (EU) or the European market. For each Foot Pack, there are four locks included. (See images)In most places in the United States, this is an optional extra that costs $50. If you're looking for an Evo Clamp Foot Pack, this is the one to get. Spend no more money on the best roof rack on the market than you absolutely need to. The only drawback is that it took about ten days to arrive, but if you plan ahead, you can save more than $100. It'll be well worth your time, believe me.
The Amazon Global Store in the United Kingdom isn't particularly impressive. It took a month for them to respond, and two of my emails went unanswered. The rack arrived as expected and was significantly less expensive, but expect to wait and be uncertain about when it will arrive.

Thule will have a hard time matching the Thule Evo foot pack. It's extremely practical. If you're on a budget, square bars, as well as the Aeroblade and Wingbar bars, are all compatible. I installed it on my electric vehicle, which is completely silent, so I can hear everything and there's barely any wind noise, and my range has only decreased by about 10 miles per charge. It also appears to be very appealing.
