Their purpose is to make coated surfaces very slick once they have been applied correctly! The wheels of my M3 were cleaned this way a few days before I took a 400 mile trip, but upon arrival, I was surprised how clean they (the fronts especially) were. It was very easy to gently brush off the fine layer of brake dust even though there was a very thin layer. The only way to determine whether the coating will last the advertised 1 year is to wait and see The product is guaranteed for two years. In regards to the 15mL volume, I applied two coats evenly to the face and to the outside compartment of my 19" wheels (437Ms) and I still have about three coats left. The product left on the bottle is 5mL. If multiple coats of the application are to be done, such as paint the inner barrels, 30mL of solution is likely to be more appropriate.
There is no substance beneath the surface. Cleaning my wheels took up too much of my time. All directions given to us by a vendor were followed regarding decontamination, claying, etc. A complete waste of time. Only allowed a week of cure, rather than the recommended 12 hours. My X5 M was able to use the entire bottle. Removed the wheels and applied the coating to the rims, as well as the painted calipers and surface of the wheel faces. I applied it easily and got a shine right away. It's not cheap considering the small amount you get in the bottle, but I'm willing to pay the price if it works.
