I would suggest cork board or poster board for what you plan on pinnng on it. The foam is easily torn off even after being heat sealed and primed at lower thicknesses, but the cork board or poster board would be far more effective. To achieve this you'd probably have to get somewhat stronger foam, heat seal it, and then coat it with a primer like Plasti Dip so that it maintains its shape, but Cork Board would be much cheaper by that time. In some cases you might be able to hot glue it or rubber cement it to the foam but in others, you might have to use hot glue instead. There would be no re-use of it, as there were for push pins and cork boards.
If your sheets are thicker, a snap-in cover will work It is cut with an extended razor knife (on the blade all the way). There is a props maker/cosplayer method for trimming it this way.
