My experience with soap is limited, so I cannot speak to that, however, I can say that I make candles using soy wax, so I know fruit loops fragrance oil does not discolor the wax in any way. However, I am sorry that I cannot help you with the soap question.
Using a diffuser, I believe you have to put essential oils and not fragrance oils into it in order to use it. There must be no impurities in the oil. This applies to both the water and the soil. Make sure that the diffuser does not get clogged.
