This seems not to be the case. In an advertisement I saw on line, it indicated this Clover product does not have interchangeable blades. One of these items has been on my wish list for quite some time. My understanding is that I should have a pair of scissors in my knitting bag instead of the cutter pendant!
The only fabrics I cut are 100 percent cotton fabrics, and I use a small 18mm blade to cut While the blades are very sharp, it is a very small blade, making it prone to slipping on the silky fabric of the acetate. One of the larger rotary cutter blades might be better suited to the task. As far as cutting plastic acetate goes, I have no idea how it would work. If I had to guess, it might go through plastic or vinyl fabric, but again a larger rotary blade might be better suited for the task.

It is very sharp, perfect for cutting most things. When I first learned to sew with my mother, I used one of these rotary cutters. I thought they had more uses than just sewing. They could be used for simple hair cuts, such as placing a mat under someone's hair for a very quick and straight These smaller blades could also be used to carve pumpkins or create small round details for crafts, or even to cut a pizza if you are in a pinch and do not have a $2 pizza cutter, knife, or just something rigid to cut your pie out of. In any case these blades are very sharp and last quite a while, though I have not sharpened one yet. However, I like the size and maneuverability of these 18 mm blades over the larger sizes, especially when they need to create some short precise cuts.
Replacement blades from OLFA are of great quality (they are super sharp, In the past year, I have cut hundreds of pieces of fabric and felt with these and I have never needed to cut more than one blade at a time. Additionally, I enjoy that there is a backup and a spare, so even if one runs out, you can still get one from the store right away. These blades are a little more expensive than other brands, but the quality is well worth the price.
