It is an agate burnisher that is a fine example.

As a tool of its kind, this is perfectly adequate. Due to the nature of the stone, you must find a side to burnish the thing that you are working on as the agate is not completely smooth. It seems that each one will be a little different, so it won't be a machine milled precision thingy, but it will be firmly attached in the haft and won't move around when it's in use. An acceptable piece of software. I would recommend it.
