On tinted windows, we have not encountered any problems using MoodClue's liquid chalk markers. It's always a good idea to mark a spot in the corner of a window in order to test it.
You've got a great question there! It never occurred to us to color our hands to transfer handprints, but if it works, it should be fine. Be aware that your handprints will not stay as they would if you painted with your fingers.
