My first experience with them was using them with charcoal. I would suggest being careful with your first experiment I have never used them with water soluble pan pastels. Don't worry if they mix differently than you expected if you use something you don't care about.
The pastels can also be used for really soft pastels. As for soft pastels, they are relative terms based on the manufacturer, but I have been using Unison Soft Pastels with the Colorfin pan pastel soft tools with great success. It might be of use to you.

very first time I have used PanPastels and Softtools, and I am very pleased with both of them. My favorite part about this sponge is that I am able to reuse it several times and the colors pick up so easily. It is definitely worth using them again, and I plan to do so in the future.
In terms of durability, the larger sponges seem fairly durable too. I like the idea of use of special tools with Pan Pastels. When using the small sponges that fit on the hand-held tools, I find that they tear more easily even with light A 140 lb paper was used for this project. I used watercolor paper rather than heavier toothier paper, so was surprised and disappointed that the small tool sponges didn't last as long as they should. Using the small tools, I was able to pat in pastel in smaller areas, and if the small sponge applicators had been more durable, I would have given this product a higher rating.
We are very fortunate to have access to these tools! I love the many blenders and applicators my artistic needs got me for such a low price. I highly recommend it.

The soft tools do wear out, but they are easily cleaned and can be re-used. They pick up the pan pastels better than a regular brush and allow for blending we cannot duplicate with a regular brush.
It would be nice if it were a bit more durable. It doesn't take long for UART to shred the paper. If the pipe area is large, it's better to use foam pipe covers. The best makeup foam you will ever use.
