Yes. Wet the waistband (if it's not denim, soak it), zip it up, and apply pressure slowly. Stretching dry waistbands is never a good idea. These are best for older jeans with the overall fit remaining the same but the fibers of the wasteband drawing together due to the doubled up material. The only part of the waistline that will stretch is the doubled-up waistline, which is designed for men who can't wear larger waistline jeans because their butts aren't big enough to keep them from falling down.
They are unlikely to stretch any further than you require. They may shrink a little after being washed.

This device is fantastic, it's simple to operate, and it performs admirably. Whether wet or dry, it gets the job done. It's best if you have a damp waistband.
I was unable to make it work.
The screw design on the garment makes it impossible to adjust.
